Fox withdrew in disgust, and Newcastle gave the seals of the Secretaryship to a mere toolSir Thomas Robinson, a dull, uncouth man, who had been some years ambassador at Vienna, and had won the favour of the king by his compliance with all his German desires. Robinson, according to Lord Waldegrave, was ignorant even of the language of the House of Commons, and when he attempted to play the orator, threw the members into fits of merriment. Newcastle, says Lord Stanhope, had succeeded in a very difficult attempthe[118] "had found a Secretary of State with abilities inferior to his own." TWO:He found that it had been father and son come from the Eastern states in search of the wealth that lay in that vague and prosperous, if uneasy, region anywhere west of the Missouri. And among the papers was a letter addressed to Felipa. Landor held it in the flat[Pg 146] of his hand and frowned, perplexed. He knew that it was Cairness's writing. More than once on this last scout he had noticed its peculiarities. They were unmistakable. Why was Cairness writing to Felipa? And why had he not used the mails? The old, never yet justified, distrusts sprang broad awake. But yet he was not the man to brood over them. He remembered immediately that Felipa had never lied to him. And she would not now. So he took the stained letter and went to find her.

ONE:The defeated party, however, did not give up the idea of the Treaty of Commerce. Another Bill was introduced to modify, or, as it was called, to render the commercial treaty more effectual; but such a host of petitions was presented against it, that it was abandoned. Sir Thomas Hanmer, however, proposed and carried an address to the queen, which was intended to cover, in some degree, the defeat of the Ministers; and, as he had got rid of the Bill itself, he did not hesitate to move for what appeared inconsistent with his proceedings, namely, thanks to her Majesty for the care she had taken of the security and honour of the kingdom by the Treaty of Peace, and also by her anxiety for a Treaty of Commerce; and, further, recommending her to appoint Commissioners to meet those of France, and endeavour to arrange such terms of commerce as should be for the good and welfare of her people. This was laid hold of, as was no doubt intended, in the queen's reply, which assumed this to be a declaration of a full approbation of the Treaty of Commerce, as well as that of Peace; and she thanked them in the warmest terms for their address. TWO:She sat thinking, with her chin in her palm, and a quite new look of loneliness deep in her eyes. He could see that in the last hour she had grasped almost the fulness of her isolationalmost, but not all; only the years could bring forth the rest. She gave a heavy sigh. ONE: TWO:The mere fact that Aristotle himself had pronounced in favour of the geocentric system did not count for much. The misfortune was that he had constructed an entire physical philosophy in harmony with it; that he had linked this to his metaphysics; and that the sensible experience on whose authority he laid so much stress, seemed to testify in its behalf. The consequence was that those thinkers who, without being professed Aristotelian partisans, still remained profoundly affected by the Peripatetic spirit, could not see their way to accepting a theory with which all the hopes of intellectual progress were bound up. These considerations will enable us to understand the attitude of Bacon towards the new astronomy; while, conversely, his position in this respect will serve to confirm the view of his character set forth in382 the preceding pages. The theory, shared by him with Aristotle, that Nature is throughout composed of Form and Matter reached its climax in the supposition that the great elementary bodies are massed together in a series of concentric spheres disposed according to some principle of graduation, symmetry, or contrast; and this seemed incompatible with any but a geocentric arrangement. It is true that Bacon quarrelled with the particular system maintained by Aristotle, and, under the guidance of Telesio, fell back on a much cruder form of cosmography; but his mind still remained dominated by the fancied necessity of conceiving the universe under the form of a stratified sphere; and those who persist in looking on him as the apostle of experience will be surprised to find that he treated the subject entirely from an priori point of view. The truth is that Bacon exemplified, in his own intellectual character, every one of the fundamental fallacies which he has so picturesquely described. The unwillingness to analyse sensible appearances into their ideal elements was his Idol of the Tribe; the thirst for material utilities was his Idol of the Den: the uncritical acceptance of Aristotles metaphysics, his Idol of the Theatre; and the undefined notions associated with induction, his Idol of the Market.
